Mr. Yang joined Taylor & Wiley in 1998, where he advises clients on a variety of land use and environmental issues, with emphasis on compliance with the California Environmental Quality Act (CEQA), the National Environmental Policy Act (NEPA), the Surface Mining and Reclamation Act (SMARA), and the Williamson Act. He has represented clients with respect to every step of the land use process, including initial application, environmental review, approval, and implementation. In addition, Mr. Yang has successfully defended project approvals in various jurisdictions against legal challenges alleging noncompliance with CEQA, SMARA, and California Planning and Zoning Law. Prior to joining the firm, Mr. Yang worked for several years as an environmental planner specializing in the preparation of environmental documentation under CEQA and NEPA.
